Origins of the Italian Tax Code (1973)

The Italian Tax Code (Codice Fiscale) was introduced by Presidential Decree No. 605 of September 29, 1973, as part of a major tax reform. This innovation represented a true revolution in how the Italian State identified its citizens for tax and administrative purposes.

Before 1973, each public administration used its own identification systems, creating a situation of bureaucratic chaos. A citizen could have different identification numbers with INPS (social security), the Tax Agency, local health authorities, and other public bodies. This fragmentation made data management extremely difficult and facilitated tax evasion.

The Tax Code system unified everything under a single 16-character alphanumeric identifier, algorithmically calculated from a person's personal data. The system was designed by the Ministry of Finance, inspired by models already adopted in other Western countries.

The first Tax Code was assigned on January 1, 1974. Within a few years, over 50 million Italians received their unique code.

A fundamental turning point in the history of the Tax Code came in 2004, with the introduction of the Health Card (Tessera Sanitaria). This new multifunction card combined in a single document:
